It’s like turning up the heat on the boiling frogs very quickly to get them to jump out. Also, it’s not like they would immediately force people to start proving they are HIV-negative on their vax passport, but the people for them would have to argue either for that position, or against it, in which case they are undermining their own claims for “safety” and “all private medical information should be public, and punishable by law”.
Having to show papers to do anything is the goal and this would be playing into the authorities' plans.
