The “ammunition” represents the resources needed to take control of the news cycle for the sheep programming, usually in the form of a false flag event or some other manufactured crisis that the media can serve to the viewing masses.

Creating such a production does take time, money, and resources.

When you view it for what it is, an information war, then it’ll make more sense.
