According to what I've read, SEC 529 of H.R. 4350 will be removed during Conference between the House and Senate. I'm no expert on Congressional procedures, but this seems to be what they do with big omnibus bills. I'm guessing that the Repubs figured that they agree with the majority of what's in the bill, and now will make it the Senate's problem. I don't agree with the process, but the Dem majority will not allow a Defense bill to be written without these shitty poison pill addendums. The can gets kicked down the road for the Senate to hopefully fix.
