Fear is an emotional state. It can disappear in an instant of time. To keep fear set in the minds is by creating new acts that cause fear. Think of an approaching army after it breaks through a line of defense. Fear is renewed. Setting up a new line of defense will be their only resolve to mitigate fear.

This is why Neil Oliver's video should be taken with a grain of salt so that we do not become complacent, but rather the opposite happens with increasing acts of non-compliance and invoking our Rights. All of this needs to be sharpened and increasingly acted on until all the tyrants are expelled from positions of power.
