Hm, from my experience, even in business, you always have to balance secrecy with rights when it comes to filing patents. For instance, in the last 5-6 years, you see some AI companies just not filing patents to keep certain inventions a secret longer.
Why would a government file a patent on how to predetermine the outcome of elections? It just does not make sense to patent this: first because you will give away the secret that you have the capability or at least plan to have this capability to the whole world and secondly, you can not license or market this invention really.
Unless, this was the point exactly; I imagine there are dozens of companies who make voting machines and all the infrastructure. How can you prevent them from implementing such algorithms? You patent them!
