Grant it, there may be some NG with nursing licenses in NY state even so special training needed like a cardiac nurse or an IV nurse that must be included in the license. A retired nurse whose license lapsed is not registered anymore and cannot treat patients.

They cannot use a license registered in another state.

Though you dont have to be an MD to practice medicine in the service but that only applies to VA hospitals.

I think the governor will get in BIG trouble assuming any nurse will do.
