Read my above reply. Via personal experience of a friend, and a link to a story of some horrific things that he did including people dying in his facilities. The story only lists one. There were many!
Also tent city was built right next to a location where they Incinerated the animals from animal control. So people would smell burning animals when they were incarcerated in tent city.
They finally closed tent city down, thank God, but the corruption of that incarceration conglomeration still goes on.
