I don't know about the "swoop in" part but I do think Trump wanted to light fires under the butts of the millions of patriots out there to storm their school boards, local council meetings, and state capitols.

If Trump had somehow managed to get reinstated, a lot of people might sit back and say oh, everything's okay now, I don't have to do anything.
