I think they'll be MORE likely to comply with these murder protocols. Civilian nurses can refuse and risk being disciplined or fired. A Guardsman though... they have to follow their "lawful" (lol what does that word really even mean anymore?) orders or risk getting UCMJ'ed. The stakes are higher for the Guardsmen who wish to refuse to do as told.
