Yes, they do. A good majority of Black men have this exemption as if shaved, their facial hair gets ingrown and it’s more than “bumps”. It’s painful and a total distraction. Imagine being in a firefight and having complete distraction from oozing, burning ingrown facial hair? Anyway, it’s realy no big deal for morale or anything.
Not really. If you had a no shave chit, You were required to keep your beard groomed, short, and hygienic. That dude’s beard would have brought down the fury of a thousand knife hands if he was in a marine corps installation. That should be common practice in any branch.

A depends on the branch I guess. UMSC didn’t allow you to have a full bushy beard like that, even with a no shave chit. But that was 13 years ago.
