Once arrests starts there will be a lot of people that have to be contained and sorted through................

Nowhere near enough room.
They will hold many more people that the ones that will actually be charged and sentenced, they have to sort out who to do this to and they can't really do this until arrests go overt.
Think about it, in a RICO case there are many people that turn out to just be witless foils and not in any way in on anything, probably 70% or more of the people brought in in a RICO case are released without charges.
Now imagine this being applied to the entire country(all countries actually...)
We are talking riot sized levels of people in every major city.........
If the hundreds of thousands of sealed indictments are any indication, looking at lot of processing and staging that will need to be done.
