For 4 years under the Trump admin there were thousands of child trafficking arrests. These arrests were only gathering up all the low hanging fruit. All the low level traffickers getting arrested most likely sent a shock wave through the trafficking industry. The kingpins, higher up ladder were laying low out of fear of getting caught. How would you set up a scenario to pull them out of the shadows?

I know again this is all speculation but we have to look at each situation and rationalize why things are happening the way they are.
