There are different forms of protesting: those like the yellow vests where people take to the streets in mass- which have been ineffective in France. Then there are those like in Russia, where the people refused to enforce the vax pass mandate and it was cancelled. If the mass protest doesn't work and the enforcers coerce like they do in Australia, then there remains but one option- revolution. Revolutions are fought in many ways, from India's revolution over the British via solidarity, to America's 1861 where sections broke off to form their own government, to a full on 1776.
It all boils down to resolve and fear, which side has more resolve and which one fears the other more.
