Undoubtedly he saw it and knew both choices were very bad. But Warp Speed (with the option to refuse) was the LESSER evil versus 4-5-year lockdowns and the economy, society, COUNTRY (, world, civilization) destruction that would have occurred while waiting for a more deadly, fully-FDA-approved jab that would have been mandatory and would have killed even more people.

Wars are never clean - there's always death and destruction, so minimization of those two things while still winning is the best that can be hoped for/done.
