Since when could an admin not remote connect via oob. This means the devices have been blocked for oob, so the only people with access are the DC staff themselves, who don't have the knowledge (that part is correct).
I bet that when they finally get an admin to site that all the console passwords have been changed.
If it were me, I'd have uploaded a borked IOS update so that when they rebooted to perform a pwd recovery it would brick the router :)
