Not true. If a news organization broadcasts news of a riot with unchallenged looting at 3rd & Main, the riots attract more rioters. We've seen this time after time. White hats have an interest in blocking those communications. In most cases an example like this is well within the law. With the media as an enemy of the public today, a blackout might be a necessary part of white hat operations.
