In general? Sure. I'm talking fresh stickies on the very front page with a post that rose through new. I have my own theories as to why it happened in the specific situations I noticed and it's not good. So all they literally had to do was click the front page and scan those posts and see multiple threads that had risen to it already. (that means the sticky was 100% unnecessary because one had already reached the front page which is the entire point of the sticky, to get eyes on parts of the site less people visit aka new/rising) It's like when Reddit threads don't get the 'right' top comments formed and they suppress all of the organic threads and only let their astroturfed post get max visibility.
