He was complaining that it takes a decade at best the way things are with regulations and make the case that we need a sudden exitement to overcome that. It's like he's literally describing the exact event he needed to take advantage of, that miraculously happened immediately after this interview. Or basically they were feeling ballsy enough to brag about their plan once they decided to set it in motion and were getting anxious to watch it play out.
