i've heard this before, something like they have to somehow say what they're going to do but that itself is some mind-blowing rationalizing.

Yes, a sort of "we told you and you didn't protest so you must agree" therefore a form of "permission" to do what they do...so it is not on their head, but on the free will of those they harm. NOT.
