You can twist it any way you want but he says getting new vaccines right we can reduce the population by 10 to 15 %. He doesn't say reduce population growth. He is talking about reducing the "P" (people) variable in his climate change algebra equation.

Even if it was growth, he'd still be talking about forced sterilization of an unwitting population. That's not much better.
