The latter, especially in small economies like New Zealand. Also, there probably will be an exodus of construction workers to other countries, who don't know the local building laws and form teams that don't speak the native tongue of the country. Thus, they cannot communicate with building inspectors. Word on the ground, however, (a colleague) is that when the Chinese crews do understand the failure, they call up thirty or so workers and immediately start tearing down the work that is illegal, to remedy it.
