A simple google search confirms what that man in the tweet wrote. As far as services being cut off, he didn't write that it was for everyone, he wrote it was for him and his wife in particular. Everything he wrote was about his particular situation. Wherever they are, it appears to be a nightmare. Governments everywhere say one thing but the street level people you deal with do not follow those "exemptions". Tons of posts right here about people being denied a doctors visit cause they don't have a pass.
