Considering it's being administered by randoms in all sorts of places I don't doubt this at all. If they have no liability then there is no reason to uphold any standards for it's administration. I'm sure they even have a handy excuse of needing "As much help as possible getting people inoculated and all of the real nurses are busy covering the shifts of those who were fired"
