I think we have to theorize also, the elite don't want the disease to be completely uncontrollable. They want to depopulate like 90% of the world. They cant save 10% if everyone is contagious, everyone would die. That would also mean the elite would be at risk to shedding. (unless they have a vaccine that gives them immunity to what is coming). I believe its based on your decision to get the vaccine.
