No, it's given in the muscle, not a vein. No air embolism.
Assuming it's given in the correct place, you're 100% correct. Intramuscular air isn't a big issue for the body to recover from. It'll be properly absorbed by the blood and expelled via the lungs (or used by the bloodstream, because chemistry).
Also recall, not all of these injections are being given by people who are correctly trained. There are a number of cases where administering nurses have admitted they weren't trained properly and think they injected too low or missed the correct injection site. They even tried to explain away some of the early occurring adverse effects by claiming these misaligned injections were causing them.
