You're confusing 'military time' with '24 hour time'. Military time uses UTC and calls it 'Zulu'. UTC or 'Zulu' does not care about time zones. 24 hour time format uses HH:MM instead of H:MM(a/p).

Thanks for the clarification. I suppose the laymen’s meaning of military is not really the correct usage.
