Wilmington and Morehead City in NC, Charleston, Norfolk, etc. here on the east coast. They can just pop through Panama and unload here.

But New Orleans has an absolute bitch for a Mayor. Never would let it happen. Landreiu started the teardown of statues under the cover of night and Cantrell is shutting down the cities tourism. Highly doubt she'd be on board with easing any bottlenecking. John Bel Edwards is also a D.
