Possible. But 11.3 is referencing Chapter 11 section 3 of the DOD Law of War manual

Yes but Q also implied 11.3 would serve as a marker. Obviously Q would need a way to signal 11.3 to us if it truly was to be used as a marker. Perhaps this is the way.
