While I respect that the insurance is not mandated, when one of them hits someone from Mass, for instance, and they do not have insurance, the burden falls on the victim. Thankfully, the NH guy who hit me was insured. I believe that people must be responsible and have something in case they injure others but, as with everything else, the insurance companies all run roughshod over those who do insure.
