No they aren't forcing (here in USA)... at the moment (this could change). However they are out-sourcing the duties to the corporate world (where many of them came from) and allowing them to apply the force. (Loophole by design)

Crafty bastards aren't they? But we are seeing through it. The flaw is that as this disaster unfolds, and the Biden-eers do nothing to stop it, exposes the actual agenda and truth. We can see that in advance now.

We don't have to go there. Rational thinking is in itself clear "looking glass" tech built in.
