Could be a law enforcement agent of whatever type escorting her but dressing up enough to keep the casual observer from noticing.

The costume might pass a VERY casual observer, but the "grip" escort doesn't even come near passing the smell test. Like someone else posted - try that on a lady and see what happens. Report back please.
