This is weird. I've worked on chem-bio monitoring equipment in the past and we also simulated chemical and bio attacks, but this was in the desert, in the middle of nowhere and OSHA standards required everyone to have fitted gas masks and be trained on wearing the masks. During one such simulation runs, the wind changed and blew the simulant plume over us. We all had to wear gas masks. The simulant was harmless, but it violated OSHA standards to be breathing in that stuff.
To be doing this in a public setting seems bizarre and possibly violates several safety standards.
