Enlisted military is very different from the top brass and compartmentalized divisions devoted to protecting freedom. Enlisted people are literally there to follow orders. Very easy to have both mindless worker hands and a group of patriots that are high up and working on ultra classified missions.
Hope you're right. I do think this is a distinct possibility, because look at the NG - they're deployed at the last second and will do whatever they're told to do for that period of time, but are they privy to the whole plan - not at all. Hope it's as you say.
