Any power that doesn't want to have power taken from them either way would keep the population comfortable enough to not make it worth their while to change government. Deliberately setting it up so that the people you govern grow increasingly miserable is not something even the CCP and other dictatorial regimes do. Yes, the people do grow increasingly miserable under these regimes, but that is because their systems just don't work, not because they don't want them to work.
