Could it be that the 'decorated' robots are intended to be all that remains of the middle-class? The 'haves' will own the robots and the means of production. The 'have-nots' will be required to take orders from the robots?? Still, I'm in agreement with you; it seems a bit inefficient - unless the 'decorated' robots will be training the children... to obey robots as the children become adults... just a thought.
