"FBI agents are on the ground in Haiti, CNN reported, adding that they were not leading the negotiations and had not spoken directly to the gang." Probably there to pick up the 17 million loot. They're involved I am sure, probably trying to get more money for their black ops and they'll split it with these "kidnappers" in Haiti.
