He likely knew and his EO and operation warp speed could have been to get it out fast to avoid the multi year lockdowns.

Could also be in on it when you look at how he praises the vaxx and many took it because he supports it.

This makes the most sense, I'm guessing the lockdowns were to encourage suicide since they realised the virus would not be as deadly as they needed
