Circuit breakers are an automatic thing, they aren't doing it, computers are.

The suspicious thing is how it tanks after

Circuit breaker’s only trip after large price swings. Trading is being halted or stalled every few minutes without large price swings. It’s more than “circuit breakers” tripping. Trading is being manipulated. Shorts are attempting to break the price rise. Buyers can break them.
