"Military is the only way" is a very vague statement, and can mean a lot of different things. Sure, lots of people like to imagine it meaning special forces kicking in doors, and dragging commie bastards all the way to Gitmo. And that is possible. But, it could simply mean that the military is needed to provide the proofs needed to force arrests, and convictions. Or, the military is needed to oversee new elections. Or other things, or, all of the above. There is a lot of room for speculation regarding that statement, and I believe that was done intentionally.
