A "cold gun" is supposed to have zero live rounds in it. If that was not the case, why would anyone grab it, hand it to the actor, and claim it was cold, but do so without checking to make sure?
Anyone who did the exact same thing on more than on occassion, and resulted in the harm of others, must be prosecuted, along with the actor who fired the bullet.
