Yeah, it really doesn't, the word "Port" doesn't appear even once in the document.
here's what it says though:
Sec. 2. (a) All property and interests in property that are in the United
States, that hereafter come within the United States, or that are or hereafter
come within the possession or control of any United States person of the
following persons are blocked and may not be transferred, paid, exported,
withdrawn, or otherwise dealt in: any foreign person determined by the
Secretary of the Treasury, in consultation with the Secretary of State, the
Attorney General, and the Secretary of Homeland Security:
(i) to have directly or indirectly engaged in, sponsored, concealed, or
otherwise been complicit in foreign interference in a United States election;
(ii) to have materially assisted, sponsored, or provided financial, material,
or technological support for, or goods or services to or in support of,
any activity described in subsection (a)(i) of this section or any person
whose property and interests in property are blocked pursuant to this
order; or
(iii) to be owned or controlled by, or to have acted or purported to
act for or on behalf of, directly or indirectly, any person whose property
or interests in property are blocked pursuant to this order.
So it does make sense, specially considering subsection a.ii, basically it says anyone involved, in any way shape or form with China (or more specifically, the CCP), which would be pretty much 99% of the big port movers, can't do anything with the goods that get to the US.
At least that's how I read it.

(a) the making of any contribution or provision of funds, goods, or services
by, to, or for the benefit of any person whose property and interests in
property are blocked pursuant to this order; and
(b) the receipt of any contribution or provision of funds, goods, or services
from any such person.
Basically it says "is this stuff coming from china? or any other foreign entity that has absolutely anything to do with china? then you can't do anything with it."
That ought to be easily verifiable. Is it coming from China? I'm still seeing Chinese stuff and it seems recently arrived. Also, what about Italy and the story they were using military satellites to reroute votes? There were a lot of fingers in the election pie.
But that's really beside the point, the EO says that anyone with any involvement with ANY foreign actors that had anything to do, directly or indirectly, with election interference, would have all their stuff confiscated and unable to be moved in any way.
Which pretty much would encompass like at least 90% of all imports, even if we consider just China.
Not saying that it is happening for certain, but just pointing out the EO would in fact impact supply heavily as the OP suggests.

That's basically my objection to this part of the tweet. We wouldn't be wondering about a supply chain disruption, we would definitely know.
Layer on top of that, if you want to block possible covert enemy activity coming near a port, block it up with a shite ton of commercial ships.
