I'm guessing Facebook has to show that they are actively trying to remove the child porn and child trafficking content from their platform and that is enough to keep them from getting shutdown. The question I ask is, are they really trying to stop it or just remove it from public view? Are all the child porn files placed to the side for the cofounders to sift through at their leisure, distribute to friends?

There was a whistle blower that came out recently that said he worked as a moderator and deleted child porn from Facebook and there are thousands of other people working for companies doing the same. If it takes thousands of people to accomplish this task, sounds like the situation is out of control. I can't find the video now but I did find this.
