I've seen that move before (even made it myself early mornings in the dark after just getting up and before my first cup of coffee).... it's a momentary loss of balance and trying to regain his balance. He had just turned around from the podium, and that's often when an oldster experiences an inner ear loss of balance. Now I suspect Old Joe had already had some morning brew, I mean he was dressed and all. I suspect that his sense of balance is off kilter, which should be concerning in and of itself.
