"Characteristics of Antiviral Agents That Are Approved or Under Evaluation for the Treatment of COVID-19"

This does not necessarily mean it is approved. It means it is approved OR under evaluation. It does, however, indicate that ivermectin is an antiviral agent. Not saying I wouldn't use this as persuading information for my doctor, but he may notice that pesky 'or' word.
