How is it that Hillary Clinton is still walking around when qpost zero said she was to be arrested in 2017? Am I missing something?

I think because Q Post 0 was a question by someone on 4chan, like "Will Hillary be arrested at this exact time?"

Would make sense to announce your movement? No. That is why Q said that they use some of posts as disinformation.

Q very first post is answering someone asking why some journalists were freaking out.
