Isn't the "Earned Income Credit," aka the "child tax credit" already permanent? I've been receiving that for right around 23 yrs. I have 5 kids, oldest is 25, youngest is 10. If 20+ yrs of a fed give program is temporary, then what do [they] consider permanent?

EIC has to have a qualifying dependent, who may or not be an actual child. The two (EIC + CTC) work in conjunction the majority of the time, however.
