A sheriff being an elected law enforcement officer is a supreme authority within any local county in America and as long as he cites the constitution and can get one judge to agree with him he can hold the DA and any other person in the state prisoner and bring charges against them. They cannot go outside the county to chase prisoners they would have to work with neighboring counties for extradition so that is their great limit is that they have supreme power but in a limited geography.
