Normally when I download a video off YT, I also download the subtitles because I'm deaf and the subtitles file can be viewed with VLC (a media player that plays any video formats) and the subtitles file can be served as a "transcript" with timestamps and all. If I open the subtitles file in notepad or any text editor, it can be readable as a transcript.
I've already downloaded the FDA Sept 17 video but unfortunately they didn't have the auto captioning feature on. They used the "livecaption" service, which looks to be an outside service that connects to the video when it goes live and transcribe as it progress. I've tried to request the captions for that day but I keep getting an error saying the presentation is not in progress, as it has ended a while ago.
If you are looking for particular information, you may want to look through the PDF files but I didn't really find much. Clearly FDA wanted to hide the information from the public eye or something. Not only that but they do have a transcript page but the Sept 17 meeting transcript is not on there.
You went above and beyond BQnita! Thank you. I asked re: a transcript for the
exact reason you mentioned.....If a transcript exists with the quotes mentioned in your Post, it may now be memory holed and the only way we'll see one if one of the Anons archived it.
Perhaps a FOIA from from Judicial Watch could find it, could even be more discussion they'd love us not to know.
Is there a transcript of this meeting?

I did a search on FDA.gov and found this:

The most recent transcript is from the Oct 13, 2021 meeting then before that is the April 1, 2020 meeting.
I'll keep on looking around when I get back home but I doubt I'll be able to find anything.
Regardless, hope what I provided, helped you with what you were looking for.
