Ok so am I understanding correctly? Podesta will be arrested and we will find out via Twitter on 11/3/21 because these are 4 year deltas?

meaning of (actionable 11.4); unknown, indication that legal action can be taken as soon as 11.4?

speculation; failsafes refers to paralyzing and immediate legal/political consequences for any attempt to retaliate to arrest/any effort to sew anarchy or chaos to obscure, distract, and tie up available resources, manpower, and channels.

additional info; 11.3 and 11.4 may refer to law of war manual sections regarding "End of Occupation and Duration of GC obligations" and "Legal Position of the Occupying Power". For more google search law of war and read pages 811, and 813

Deltas may or may not mean anything in a particular year. However, all of the major deltas coming together 4 years later (presidential term) is interesting given all the current events.
