I don’t understand how a pharmaceutical company in the US would enforce any of this. Doesn’t make sense. Can’t foreign governments just say, “we’re out and you can’t have our stuff.”
Guys, get used to how corruption works. There are no contracts, only "deals" which are probably verbal, made with government officials who receive kickbacks from the main deal. If they welch on the deal, their involvement is the hostage that the Big Pharma companies can use to destroy them. There is no patriotism involved, just personal advantage and greed. A country would have to discover they were sold out. But by whom? And for how much? And who else is under cover to give shelter or shadow to the culprits?
